Though briefly mentioned in the last article, here we will take a deeper dive into the 5 most expensive of the 13 knowledge transfer contracts that the county currently has in place. Each of these contracts were direct awards to an individual. We have redacted the names of the contract recipients.
Person 1 – Awarded by the Department of Health and Human Services in the amount of $1,238,541 with a contract date of Oct 2024 to Oct 2025. OpenPayRolls reports this individual worked for the County from 2015 to 2023, with their latest position being a Program Manager 2 making $117,424 running the African American Health Program. However, the County Facebook account recognized them in Feb 2024, meaning they were still employed by the County in 2024. The knowledge transfer contract they received for a period of 1 year is roughly 10x what OpenPayRolls reports as their most recent salary.
Person 2 – Awarded by the County Executive in the amount of $1,138,245 with a contract date of Jan 2025 to Jan 2026. OpenPayRolls reports this individual worked for the County from 2014 to 2023, with their latest position being a Manager 2 making $175,873. Linked In shows the individual still employed by the County as an Internal Audit Manager where they perform county-wide risk assessments and execute audit plans. This 1 year contract is roughly 9x what they made a County employee.
Person 3 – Awarded by the Department of Health and Human Services in the amount of $384,936 with a contract date of May 2024 to May 2025. The latest county employment found for this individual was in 2022 where they earned $113,091. There is also record of them serving a contract monitor for special needs housing in 2015. They know report to be a Clinical Social worker in the Rockville Md area.
Person 4 – Awarded by the Department of Correction and Rehabilitation in the amount of $279,160 with a contract date of Aug 2024 to Aug 2025. OpenPayRolls reports this individual worked for the County in 2018 as a Manager 2 with a salary of $163,663.
Person 5 – Awarded by the County Council in the amount of $160,900 with a contract date of June 2024 to June 2025. This individual retired from the county in June of 2024 after over 3 decades of county work. Their replacement, Caven West, was hired in March of 2024 at a salary of $225,000.
The purpose of a knowledge transfer contract is to elicit and transfer tacit or experience-based knowledge or to capture and provide access to explicit or documentable knowledge. It would be very interesting to know as to what unique knowledge these individuals have that would not have been replicated by a qualified replacement and are worth $3.2 million dollars to tax payers?
