On October 18th we learned of a horrific incident involving a local officer. Sgt. Patrick Kepp, 36, lost both of his legs after being purposefully targeted by driver Raphael Mayorga who was traveling over 100mph on 270.
Sadly, this could have been avoided had our judicial system accurately projected the threat that this particular person posed to our roads.
In searching CaseSearch, Raphael has over 230 entries, with a majority being traffic violations (several are related to theft).
Many of these entries are grouped together, signaling that multiple violations had occurred at the same time.
The citations though are much more serious than a broken taillight.
Where things get interesting is that all of the cases have remained open. It doesn’t appear that Raphael ever received a punishment for his actions. In fact, it seems that the judge has postponed hearings.
Why was this trial postponed by Aileen Oliver? And why was the original trial scheduled for over 5 months after the event occurred? How can an individual with so many violations be allowed on the road?
Is this more evidence of the dismantling of the juvenile justice system?
