On August 4 2020 the resolution to expand the County Council to 11 seats was introduced and adopted on the same day. This was in violation of County Council Rule 7
County council Rule 2 allows them to suspend their other rules. They meant to invoke this rule (as they did for other matters that day) but forgot to vote to suspend the rules before adopting the amendment.
This means that question C was improperly put on the ballot with no public notice, and the county charter was improperly amended
Additionally, MD constitution article XI-A section 5 requires any amendments to be published once a week for five successive weeks prior to the election in at least one newspaper published in said City or County. Did they ever do this?!?!
